Ugandan Electoral Commission

The Brief

The Ugandan Electoral Commission was seeking an experienced security print specialist who could also provide the project management skills to fulfil the complex sorting and delivery requirements in a short timeframe. Kalamazoo Secure Solutions Ltd was successful in tendering for the contract to supply 12 million ballot papers to the Ugandan Electoral Commission for the March 2006 elections.

Kalamazoo Secure Solutions Ltd designed, printed and delivered 900 variations of ballot papers within a three week time frame. To prevent copying and alteration, they included advanced security features such as watermarks and UV features.

Kalamazoo’s IT and project management skills were utilised in creating a system where 8000 candidates’ photographs and political party symbols were scanned and allocated to the appropriate ballot papers.

The delivery requirements were also complex with districts split into polling stations each with different requirements for numbers and variations of ballot papers. A section of the factory was set aside to work on this project entirely for the three-week duration.

The Result

We successfully completed the requirement and delivered to Uganda within the tight deadline. The Chairman of the Electoral Commission, Dr. Badru Kiggundu wrote “I take this opportunity to extend our sincere appreciation for the outstanding performance by your company in printing of the various categories of ballot papers for 2005 general elections. Your contribution, tireless efforts and timeliness in delivery, enabled the Commission to achieve its mandate of organising and conducting free and fair elections that will render continued democratisation and enhanced confidence building in the electoral management processes of Uganda.”

The process and programs that we designed in order to manage this job has now given us the opportunity to bid for several more Ballot Paper tenders recently and we are expecting to increase this business significantly over the next years due to the experience gained on this project.
